Brazil’s "Health Economic-Industrial Complex" (HEIC)
Brazil remains the largest biopharmaceutical market in the region. In 2026, the government’s HEIC initiative uses "Product Development Partnerships" (PDPs) to transfer technology from global giants to state-owned labs like Bio-Manguinhos/Fiocruz.
Through these partnerships, Brazil has successfully localized the production of complex Monoclonal Antibodies (mAbs). By 2026, the country has achieved self-sufficiency in the production of Trastuzumab (for breast cancer) and Adalimumab, significantly lowering the "high-cost" burden on the Unified Health System (SUS).
